Job DescriptionThis position will work within USBI’s Trade Reporting and Surveillance Group (TRSG), which monitors/reviews the firm’s best execution and trade reporting obligations related to FINRA TRACE, MSRB (RTRS), the Consolidated Audit Trail (CAT), and other Regulatory Reporting requirements. Defining and performing systems analysis and development tasks to improve workflow and operating efficiency. Formulates proposals for new systems and information needs by analyzing existing systems and procedures and defining recommended technical and procedural improvements. Analyzes costs of existing operations and estimates cost savings to be achieved by implementing proposed changes; makes recommendations based on analysis. Participates in the modification of existing applications or development of new applications. Acts as a liaison and technical resource between management, staff and information systems to define and communicate standards of operational policy, plans, customer service or financial/performance reporting. Ensures all documentation and requests comply with established policies and procedures. Maintains applicable systems to monitor and track projects, plans and/or data; provides reports to management as needed. Writes test plans and performs tests of new systems and modifications to existing systems. Develops communication tools to ensure a high level of awareness of policies, plans, procedures or study/project results.
Important Note: Must be located in Saint Paul, MN this role is an in office/hybrid role all training is in person.
Duties and Responsibilities: Will assist with the coordination and oversight of the processes that support U.S. Bancorp Investment's Best Execution and Trade Reporting Requirements
Will work closely with other Business Analysts to produce metrics on U.S. Bancorp Investment's ability to comply with its Best Execution and Trade Reporting requirements
Possess a working knowledge of the securities industry and of the rules that govern a FINRA regulated broker dealer
Have a baseline understanding of the regulatory requirements of a self-clearing broker dealer
Must be able to understand and articulate industry regulations documented by FINRA, MSRB, the SEC, and other regulatory bodies; in particular FINRA TRACE, MSRB RTRS, CAT Rule 613 and SEA Rule 606
Have, or be able to develop, the ability to interpret industry rules and regulations that apply to the firm's business model
Will be expected to work with various business partners within the firm, including Compliance, Risk, Regulatory Change Management, and areas of the Front, Middle and Back Office
Will liaise with internal and external audit relative to equity and fixed income trading inquiries
Have strong data skills and be able to assist in the creation of documentation that analyzes large volumes of data
Be organized and possess a project-like mentality for ensuring that tasks are properly documented and completed in a timely manner
Excellent verbal and written communication skills
Will make presentations to senior management
This position will utilize data tools to produce meaningful statistical and trending reports and charts. Assist with testing and documentation of small department projects and will also liaise with the following areas: USBI Operations departments USBI Data Management USBI Trading Desks and Middle Office USBI Compliance department Internal and external Risk and Audit
Basic Qualifications - Bachelor’s degree, or equivalent work experience - Four or more years of related experience
Preferred Skills/Experience - Thorough knowledge of policies, plans, procedures, products and regulatory requirements for broker-dealer business and operations - Ability to conduct an analysis of a business need, including scheduling meetings, planning agendas and conferring with business line leaders - Good understanding of project management and testing methodology and procedures - Ability to develop test schedules, review testing plans, track test issues and report on test results (data mining, formatting, excel, charting and report creation skills) - Strong analytical and forecasting skills (interpret and relate costs to underlying business practices) - Ability to manage multiple tasks/projects and deadlines simultaneously - Ability to work as part of a project team - Effective verbal and written presentation and communication skills (ability to present to groups and to management teams) - Proficient computer navigation skills using a variety of software packages including Microsoft Office applications
