Job Description

The 3rd Party Resiliency Manager will manage team that complete resiliency oversight for the critical 3rd party relationships for the Enterprise. This team ensure the 3rd Party relationship have the appropriate resiliency controls in place to mitigate the risks of an external outage. This team follows all internal and external regulatory requirements as they pertain to the operational resiliency of banking industry. The 3r Party Resiliency Manager is responsible for the Policy and Standards documentation of internal requirements, and the oversight of the controls needed to maintain adherence to the program.

In addition, the 3rd Party Resiliency Manager will help align the program to address operational risks as they pertain to emerging technology (Cloud/API/Blockchain, etc.). This includes enhanced business resumption methodologies addressing complex 3rd party outage scenarios in which standard recovery time and point objectives may not apply (data corruption, cyber-breach, ransomware, etc.).

In this role, the job scope and complexity of assigned business is highly specialized. They interact regularly with senior management and possess advanced relationship and negotiation skills. This role has an advanced understanding of the business line’s operations, products/services, systems, and associated risks/controls. They will be responsible for leading reporting, testing/monitoring, and exception/resolution activities. They will manage a team of resiliency professionals, including staffing, performance management, prioritizing, guidance, and training.

Key Responsibilities

• Support the U.S. Bancorp Business Resiliency, Technology Resiliency, and 3rd Party Resiliency operational risk programs.

• Guide Enterprise Resiliency program practices and procedures as they pertain to BC/DR

Ensure 3rd party resiliency controls are sound and meet Internal and External requirements

• Outline and implement annual accredited resiliency training program

• Provide support during incidents, evaluate post-incident, and investigate all response incidents

• Maintain working relationships with internal support & response leaders. Support partnerships with external local, state and federal incident response agencies.

• Ensure all regulations are observed in relation to preparedness response policies and programs

• Support of new policies and procedures for Enterprise Preparedness communication tools and applications

• Address new and emerging regulatory requirements as they pertain to BC/DR for financial institutions

Basic Qualifications

  • Bachelor's degree, or equivalent work experience

  • Ten or more years of experience in an applicable risk management environment

  • Applicable certifications

Preferred Skills/Experience

  • Expert knowledge of applicable laws, regulations, financial services, and regulatory trends that impact their assigned line of business

  • Expert knowledge of the business line's operations, products/services, systems, and associated risks/controls

  • Advanced knowledge of Risk/Compliance/Audit competencies

  • Strong leadership and management skills of processes, projects and people

  • Excellent written and verbal communication skills

  • Strong analytical, problem-solving and negotiation skills

  • Proficient computer skills, especially Microsoft Office applications
