Control Oversight Program Manager
The Corporate Compliance group within U.S. Bancorp Risk Management & Compliance is seeking a strategic, experienced, self-motivated individual to lead Corporate Compliance’s Control Oversight Program.
The Control Oversight Program Manager will be a part of the Corporate Compliance Program Administration, Governance, and Reporting (PAGR) team and is responsible for assisting in the development, communication, and facilitation of the Corporate Compliance control framework strategy across the Company.
The Control Oversight Program Manager partners with key internal stakeholder groups to facilitate activities in control identification, documentation, assessment, monitoring/testing, and reporting in alignment with the Enterprise Compliance Program Policy, Business Line Control Environment Policy, and Business Line Quality Assurance Policy. Key stakeholder groups include: First Line of Defense Chief Risk Offices, Second Line of Defense: Compliance Oversight Groups (including Corporate Compliance); Compliance and Operational Risk Assessment and Testing Program Owners and Compliance Quality Assurance, and third Line of Defense (Corporate Audit Services).
Govern and maintain the Corporate Compliance Control Oversight program, including authoritative documentation, governance execution, and continuous improvement
Serve as an advisor to Business Lines and Corporate Compliance in furtherance of implementation of control framework requirements in the Enterprise Compliance Program Policy, Business Line Control Environment Policy, and Business Line Quality Assurance Policy; perform governance accordingly
Partner with Operational Risk Management, Business Line Quality Assurance Functions, and Compliance Oversight Groups in development and post-execution analysis of compliance quality assurance plans
Design, develop, and sustain innovative strategies to support efficient and effective evaluation and credible challenge of control environment effectiveness within established compliance risk assessment processes (e.g., Enterprise Compliance Risk Assessment; Fair and Responsible Banking Risk Assessment)
Remain knowledgeable of and provide input to policies and procedures that impact the compliance risk and control framework, to ensure alignment across risk management programs
Assist with development and maintenance of technology enhancements related to the compliance risk and control framework in partnership with Risk Technology team and other internal stakeholders
Interact directly with senior managers, requiring an advanced level of presentation, relationship building and negotiation skills - this position will also have exposure to regulatory agencies on an as-needed basis
Provide project management leadership and coordination for process improvement or other initiatives related to above listed roles and responsibilities
Bachelor's degree, or equivalent work experience
10 or more years of experience in an applicable risk management environment
Strong risk management-related process implementation and facilitation skills
Demonstrated management or leadership experience, including through periods of growth or other change
Strong analytical skills
Effective oral and written communication skills, including conflict resolution
Demonstrated commitment to providing excellent customer service (internal/external)
Possesses knowledge of Risk/Audit/Compliance competencies, including knowledge of key compliance risk management processes
Proficient in Microsoft Office, Archer eGRC, and business intelligence reporting tools
