U.S. Bank Fair and Responsible Banking Division Program Consultant in Coeur d'Alene, Idaho

This position will report to U.S. Bancorp’s Fair and Responsible Banking Division (FRBD) and support the Bank’s Fair and Responsible Banking Program (Program). The Program Consultant will provide subject matter expertise on fair and responsible banking laws, including the Equal Credit Opportunity Act (ECOA), Fair Housing Act (FHA), Unfair, Deceptive or Abusive Acts or Practices (UDAAP) and related consumer protection laws and regulatory guidance as it applies to products and services offered by the Bank. This position will report to a Program Manager and work collaboratively with risk assessment, analytics, complaints, and governance teams to achieve common goals and execute strategies. A key role for this position is interacting with fair and responsible banking stakeholders of various levels within the organization, including compliance and business line personnel, to help ensure the effective performance of the Program.

ESSENTIAL FUNCTIONS:

  • Collaborate with, and serve as primary FRBD liaison to, Business Line/Business Unit (BL/BU) and risk personnel in order to oversee and maintain the program activities at the BL/BU level.

  • Maintain expertise of business processes, practices and procedures applicable to fair and responsible banking relative to the assigned BL/BU.

  • Advise, guide, and partner with business lines as well as second line of defense personnel in the development and implementation of fair and responsible banking controls.

  • Perform assessments of business changes such as new or changed processes, practices or products through the Business Change Risk Assessment process, and recommend and review associated risk mitigation plans.

  • Review internal and external materials (e.g. marketing, disclosures, and procedures) submitted through the Compliance Material Review and Approval process.

  • Conduct reviews of incentive compensation and performance plans for fair and responsible banking risks prior to business line implementation.

  • Perform reviews of the bank’s overarching credit policies for fair and responsible banking risk.

  • Perform assessments of the BL/BU Fair and Responsible Banking Programs.

  • Identify, draft and present issues that require corrective action. Provide guidance and oversight of resolution plans that address identified issues.

  • Keep abreast of fair and responsible banking laws and regulations, guidance and other legal and regulatory developments that directly impact business unit practices and work with affected areas.

Qualifications:

Basic Qualifications:

  • Bachelor's degree, or equivalent work experience

  • Five to seven years of experience in an applicable risk management environment

  • Applicable professional certifications

Preferred Skills/Experience:

  • Experience in bank compliance risk management, consumer protection, legal, audit, or regulatory examination

  • Experience and knowledge of fair lending and UDAAP

  • Good working knowledge of banking products, services, and operations

  • Excellent verbal, written and analytical skills; ability to communicate risks and recommendations clearly and concisely

  • Strong collaboration, interpersonal, management, and client relationship skills; ability to interact and present to management

  • Effectively lead meetings and make presentations

  • Produce high quality written work products, including summarizing and concluding on work performed

  • Advanced knowledge of fair and responsible banking laws, regulations, and oversight, including ECOA, FHA, UDAAP and related regulatory agency (e.g. CFPB) examination standards, applicable regulatory guidance, litigation and enforcement actions

  • Certified regulatory compliance manager (CRCM) with advanced experience in performing consumer compliance functions; certified audit professional with advanced fair lending, consumer protection; experience with the community reinvestment act; or bank regulatory experience with emphasis in consumer compliance

  • Testing, audit or investigation experience related to regulatory compliance

  • Thorough knowledge of U.S. Bancorp operations, policies and procedures, and the ability to review and suggest revisions to policies, procedures, and controls to demonstrate effectuate compliance

  • Experience with large complex banking organizations and their product/service offerings

  • Experience in providing guidance regarding complex operational and compliance matters, enforcing requirements, working with auditors and examiners, negotiating desired outcomes, executing project and implementation plans, and reporting issues and trends to management
